Chair Kevin Riley welcomed committee members, noted remote participants, and said the committee would vote on seven items referred by subcommittees.
Good morning and welcome to a meeting of the Committee on Land Use. I am Council Member Kevin Riley, chair of this committee. I want to welcome my esteemed colleagues joining me today, including Chair Lewis, uh, Councilmember Selvina Brooks Powers. We're joined remotely by Councilmember Caban, Majority Leader Abreu, Councilmember Salaam, Councilmember Zhuang, and Councilmember Justin Sanchez, Councilmember Thomas Henry, and Minority Leader Carr.
Today we are voting on 7 items, including various proposals referred by our subcommittee And I want to thank Chair Lewis in Zoning and Chair Marte in Landmarks for their ongoing leadership.
The chair previewed a vote to disapprove a sidewalk-café application, approve the Hutchinson River Parkway rezoning and Kent Avenue rezoning, and approve the Northern Boulevard rezoning with boundary and MIH-area modifications.
Today we will vote to disapprove LU-141 related to the sidewalk cafe proposal by Tiro de Esquina NYC Corp., formerly doing business as Calle Tejadas Bakery and Restaurant, in Councilmember Thomas Henry District in Queens. for the reason described earlier in zoning and in the zoning subcommittee and by Council Member Thomas Henry. We will vote to approve LU-120 related to the 815 Hutchinson River Parkway rezoning in Council Member Alderbol's district in the Bronx for a zoning map amendment in order to allow large retail establishment of 10,000 or more square feet at an existing commercial center in Ferry Point.
We will also vote to approve LUs 121 and 122 related to the 862-868 Kent Avenue rezoning proposal in Councilmember Ressler's district in Brooklyn for a zoning map and zoning text amendment to facilitate the development of a mixed-use residential project in Williamsburg with approximately 74 apartments, of which approximately 19 will be permanently affordable through MIH. We will also vote to approve with modification LUs 123 and 124 related to the 158-06 Northern Boulevard rezoning proposal in Councilmember Ung's district in Queens for a zoning map and zoning text amendment to facilitate the development of a mixed-use residential project in Flushing, including approximately 76 apartments, of which approximately 19 will be permanently affordable using MIH.
Our modification will be to limit the rezoned district boundaries to sites fronting of the Northern Boulevard, which is a wide street with existing greater densities and thus better suited for the proposed R-7A district. We will also modify the proposed zoning text amendment so that the MIH area matches the modified district's boundaries.
The chair described proposed modified approvals for the Melrose Street and 46th Avenue rezonings, including changes to MIH options, and previewed approval of Intro 833-A to remove a 30-foot setback requirement along part of Eastern Parkway.
We will also vote to approve modifications LUs 125 and 126 Related to the 132 Melrose Street rezoning proposal in Councilmember Gutierrez's district in Brooklyn, for a zoning map amendment and zoning text amendment to facilitate the development of a mixed-use residential project in Bushwick, including approximately 18 apartments, of which approximately 5 will be permanently affordable. Our modification will be to remove MIH Option 2.
We will also vote to approve, with modifications, LUs 127 and 128, related to the 21-36 46th Avenue rezoning proposal in Councilmember Juan's district in Queens, for a zoning map and zoning text amendment to facilitate the development of a mixed-use residential project in Long Island City, including approximately 84 apartments, of which approximately 21 will be permanently affordable. Our modifications will be to remove MIH Option 2 and add MIH Option 3.
Finally, we will vote to approve Intro 833-A, a bill from Councilmember Sandy Nurse to address the outmoded building restrictions along portions of Eastern Parkway in Brooklyn. Specifically, the bill will remove the antiquated administrative code provisions requiring that developments provide a 30-foot foot setback along the eastern parkway frontage between Rockaway Avenue and Bushwick Avenue.
After inviting comments or questions and receiving none, the chair called for a vote on Intro 833-A and the land-use items. The clerk called the roll; the committee approved all items as described by the chair, with 10 in favor, none opposed, and no abstentions.
I'd like to now recognize any of my colleagues for any comments or questions. Seeing none, I now call for a vote with the support of local members to approve Intro Number 833-A, sponsored by Council Member Nurse, to approve LU-120, the 815 Hutchinson River Parkway rezoning, LUs 121 and 122 for the 862 Kent Avenue rezoning. To disapprove LUs 141, the Sidewalk Cafe application.
And to approve with modifications LUs 123 and 124 for the 158-06 Northern Boulevard rezoning. LUs 125 and 126 for 132 Murrows Avenue rezoning. And LUs 127 and 128 for the 21-31 46th Avenue rezoning.
